0) Take these rules as they are intended to be, and not how they are written literally.&lt;br /&gt;
*0.1: Rule skirting, lawyering, and/or being a dick for the sake of ruining other&#039;s experiences can become a bannable offense.&lt;br /&gt;
&lt;br /&gt;
1) The Final Nights uses the &amp;quot;World of Darkness&amp;quot; &amp;quot;Gothic Horror&amp;quot; setting as a backdrop. Players are expected to create character(s) that could plausibly exist in this setting. Characters require realistic foundations of knowledge. Your characters are not storytellers and do not have the knowledge base of a player. This mystery and paranoia is fundamental to the experience, and no character should &#039;know it all.&#039; All players should consider their character(s) and what knowledge they would have, what gaps they could deduce, and what would be a blindsiding revelation to find out. &lt;br /&gt;
This applies especially for cross-splat knowledge. As examples, any Kindred is unlikely to be aware of terminology or goals of the Triat(IE: Wyrms desolation, Weaver&#039;s stasis). Any garou should have a good reason to have a baseline understanding of Kindred politics, and structure. (IE. Camarilla as an institution, the Sabbat as their ideological enemy, etc) Deeper understanding such as clan stereotypes and minor sect knowledge is extremely unlikely (but not prohibited entirely).&lt;br /&gt;
*1.1: This does not limit a player from making exceptional or rare character types. It prevents a character from &amp;quot;doing it all.&amp;quot; The quintessential example being an ashtray.&lt;br /&gt;
*1.2: Faction switching (&amp;quot;sect hopping&amp;quot;) is prohibited. A character may choose to change their faction, or follow none at all. In the case they decide to, the player will open a ticket to have this change noted on their ckey. See &amp;quot;Faction Rules.&amp;quot;&lt;br /&gt;
*1.3: If a player needs to leave the round prematurely, they should utilize a matrix found at the edges of the map to remove their character and open the slot back up. This is required for any leadership role. (The Secret Role Is Clown)&lt;br /&gt;
*1.4: Characters require realistic foundations of knowledge. Your characters do not have as an extensive lore understanding as you may have. A neonate vampire is incredibly unlikely to be aware of secrets spanning much longer than their own lives. A typical werewolf is not intimately familiar with every fera type, or ritual.&lt;br /&gt;
*1.5: Knowledge of existence or weaknesses of particular splats is not a justification to acquire these means, on their own. A hound is likely to have vampire fighting implements, a janitor is not, even if they work for vampires.&lt;br /&gt;
*1.6: Players may not play characters that do not have mechanical support. This specifically means that Exalted, Demon, Mage, Mummy, and Changeling splats are forbidden. Vampire, Werewolf, Hunter, Wraith, and any Dark Ages content that is otherwise attached to an allowed splat is permitted. &lt;br /&gt;
&lt;br /&gt;
    &lt;br /&gt;
Examples include&lt;br /&gt;
::- Unsupported supernatural types such as Imbued, Mummies, Exalted, fera that are not reflected mechanically&lt;br /&gt;
::- Unsupported kindred bloodlines (legacies of Laibon, bloodlines without discipline support)&lt;br /&gt;
&lt;br /&gt;
Examples do NOT include&lt;br /&gt;
::- Bloodlines which can can be supported through admin intervention (disc changing)&lt;br /&gt;
::- Werewolf factions without role support (Black Furies, Red Talons)&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
*1.7: You should not engage in any form of pregnancy or child related role-play of any kind. Seriously, don&#039;t.&lt;br /&gt;
&lt;br /&gt;
*1.8: Leaders of factions are held to a higher roleplay expectation than a normal role. This includes werewolves with high &amp;quot;renown,&amp;quot; as well as kindred of generations lower than 10.&lt;br /&gt;
&lt;br /&gt;
2) Malicious acts like griefing, metagaming, typebaiting, banbaiting,  powergaming, and exploiting can become bannable offenses if occurring regularly or if the case is severe enough.&lt;br /&gt;
*2.1: Multikeying, cheating through exploitation, ban evasion, blatant attempt to grief, and RDM are all permanently bannable offenses.&lt;br /&gt;
*2.2: If multiple users are playing from the same connection, inform staff. Otherwise it may be presumed to be multikey.&lt;br /&gt;
&lt;br /&gt;
3) Hate Speech is strictly forbidden. Using any platform affiliated with TFN (discord, server, forum, etc) to threaten a group of people or propagate racial and otherwise prejudiced slurs or stereotypes is a bannable offense. We take this seriously and want to create a server that is welcoming to all people. This includes variations or misspellings of slurs.&lt;br /&gt;
*3.1: The personal horror nature of this setting are a springboard to explore tense, emotional, and mature topics. This rule considers the context of each case. The onus is on each player to follow the spirit of rule, especially while roleplaying characters with biases or prejudices. (Ex: A Black Fury is expected to focus on uplifting women. A 1,000 year old vampire is expected to have more preoccupation with population density and technology.)&lt;br /&gt;
*3.2: The Final Nights, as an inclusive space, has a policy against the use of reclaimed slurs, to prevent offense from members of those groups who are not favorable to the reclamation. The exception to this rule is Queer. &lt;br /&gt;
4) Discrimination towards in universe splats (factions, groups, supernatural origin, clans, and tribes) is acceptable in moderation. Attacking them for existing, or otherwise prevent their engagement in the round without appropriate escalation is not.&lt;br /&gt;
&lt;br /&gt;
5) keep IC content IC, and OOC content in OOC. This means no speaking as yourself, through your character, or your characters acts, through ooc channels.&lt;br /&gt;
*5.1: Revealing information about the current round in OOC, discord, the forum, or another platform (metacomming) is strictly prohibited. Wait until after the round end screen to discuss a round or file an out of game ticket.&lt;br /&gt;
&lt;br /&gt;
6) Avoid antagonizing players and staff through the discord, forums, or in game communications(LOOC/OOC.) While expressing frustrations about IC events is ok, ganging up on players is not.&lt;br /&gt;
*6.1: Using OOC insults IC is prohibited. Using IC insults and harassment for IC events is fine. Consistent IC harassment may be considered along side OOC harassment as a continuation.&lt;br /&gt;
*6.2: Taunting or mocking other players for their roleplay, or berating players OOC for roleplay opportunities, is not allowed.&lt;br /&gt;
&lt;br /&gt;
7) The server has a persistence based perspective to rounds. This means that conflict, events, knowledge, and motivations may continue past the round they are produced in.&lt;br /&gt;
*7.1: Events where a splats society collapses, (ex: The Masquerade/Veil are irrevocably broken, National Guard/Second Inquisition called enmasse, etc) are considered non-canon.&lt;br /&gt;
*7.2: Positive events of previous rounds should be maintained, while inconsistencies and extreme disruptions should be dismissed.&lt;br /&gt;
*7.3: This does not apply to repeated negative events. If the same character is repeatedly assaulting the same location, revealing the same information that makes them valid, or wreaking havoc round after round, this may be considered canon.&lt;br /&gt;
*7.4: If every player involved in an event agrees, it may no longer be considered a canon event. Admin involvement is kept minimal in these situations.&lt;br /&gt;
&lt;br /&gt;
8) Advertising for other communities/projects is not allowed. This is not a ban on discussing other spaces, but excessive conversation about them should be limited, whether it is positive or negative conversation.&lt;/div&gt;</summary>

1) Your characters faction is set when you create them. You may not change to a different faction before a ticket is made AND AS WELL the note is applied to your account. You are considered as previously escalated against by faction members you defect from the ROUND YOU DEFECT FROM THEM. All other rounds you may be targeted, but standard escalation applies.&lt;br /&gt;
*1.1: A garou that declares themselves a Ronin is valid to all garou in the round they choose to do abandon the Nation. Any werewolf, including BSD, may become Ronin.&lt;br /&gt;
*1.2: Defection from the Garou Nation to the Black Spiral Dancers will be heavily scrutinized, and curated. It will require an abundance of evidence showing roleplay quality. Defecting garou will have to spend one week as a Ronin before joining the BSD properly.&lt;br /&gt;
*1.3: Kindred cannot join septs or hives, and garou cannot join kindred society factions. Either may work for the other, some examples being a kindred employed for the Endron Corporation but not the Hive, or a Humanity based vampire being employed by a front business for garou. &lt;br /&gt;
*1.4: You should generally not steal faction or clan keys, unless posing as a member of that faction or clan. You may use keys to escape or to enter in order to perform your job duties (e.g. hounds using Insane Keys to enter the asylum in search of a Masq breacher). You should also generally not loot keys after a fight to keep things fair for other players, and you may experience IC consequences regardless of how you came to acquire the keys for breaching another clan or faction&#039;s domain.&lt;br /&gt;
*1.5: One member of a faction or clan&#039;s actions in-round should not be used to vilify or otherwise antagonize the other members of said faction or clan (e.g. if a Malkavian goes on a murder spree, antagonizing and/or escalating against all Malkavians for the rest of the round because of it is considered a violation of Core Rule 4). The exception to this are Baali and Sabaat.&lt;br /&gt;
*1.6: You may not knowingly break into or steal from faction bases or clan havens without a member of said faction or clan online. Not being able to determine this fact does not nullify this requirement.&lt;br /&gt;
*1.7: Non-clan and non-faction members may not steal named clan or faction weapons. You may acquire them through combat, however.&lt;br /&gt;
*1.8: Do not spam the mysterious skull item for any reason. Non Camarilla may not use the mysterious skull to call off blood hunts for any reason.&lt;br /&gt;
&lt;br /&gt;
2) Primogens are elected roles of great trust, and are not treated as canonically &#039;always having been primogen&#039;. In the uncertain power vacuum of San Francisco, the role of primogen changes often. Those who wear the badge are taking on the clan&#039;s diplomatic responsibilities as well as the responsibility of keeping the shared domain safe. Elected primogen who abuse this temporary power may become unpopular enough to no longer be capable of taking the role. If you are found to be repeatedly dethroned, dismissed, or killed for your actions as primogen, a job ban may apply to reflect the IC consequences of your actions.&lt;br /&gt;
*2.1: Domains belong to clan leadership as a whole, not a single person or role. In the same way, NPCs and items in these domains belong to the clan within reason. Clan domains, with very few exceptions, contain the entire structure that a primogen&#039;s office is attached to (including the immediate area outside). For Anarchs, this means all floors of the bar. For Toreador, this means all floors of the club, and so on. The actual structure in question is collectively owned by clan leadership, not a single person; i.e. the ownership doesn&#039;t change every night or swap to the newest primogen.&lt;br /&gt;
*2.2: You should generally treat your current primogen with respect. They were elected by clan leadership into a position of trust, and should be given the benefit of the doubt where appropriate. Those who have been elected as primogens in prior nights should not assert authority over or &#039;rp check&#039; the current night&#039;s primogen. Mitigating circumstances aside, callously disrespecting primogens is a quick way to end up dead. Behave!&lt;br /&gt;
*2.3: Primogens must have been kindred for at least 100 years before being elected. It is forbidden to set your age to bypass the requirement and roleplay that your primogen has been kindred for less than this amount of years.&lt;br /&gt;
*2.4: You are considered escalated against in most cases of theft, but especially against primogens and their belongings.&lt;br /&gt;

1) Treat others with respect and decency. We want to cultivate a community of players, similar to a tabletop group. Do not act in bad faith, attempt to invalidate their roleplay, or spitefully provide them with sub-par roleplay due to personal grievances. The Final Nights is an 18+ community, and users will be banned if thought to have misrepresented their age to appear adult. &lt;br /&gt;
*1.1: Spite suicide, self-destruction, or ghosting/disconnecting from a scene in a spiteful manner is not allowed.&lt;br /&gt;
*1.2: During acts of mind control and blood-bonding, be sure to be communicative and set OOC boundaries.&lt;br /&gt;
*1.3: Players who have repeatedly shown bad faith actions or evidence of not engaging in roleplay across multiple rounds will be subject to a quality control ban. Staff members must vote on these.&lt;br /&gt;
*1.4 Splat threads are for organization and general discussion of the splat not the mocking OR harassment of players.&lt;br /&gt;

2) The Final Nights is a community that focuses on human interactions first. Out of respect for the many artists in our community and elsewhere, the posting and/or usage of AI generated content is not permitted. &lt;br /&gt;

This covers both images and videos posted in the discord, using AI headshots for your characters in-game, AI-generated or &#039;assisted&#039; code, roleplay emotes, and character backstories (especially those submitted in tickets).&lt;br /&gt;

If we discover or suspect usage of AI across our platforms, we will ask that the offending content be removed. Continued use of AI generated content after repeated removal requests may result in administrative action up to and including removal from the community.&lt;/div&gt;</summary>

California citizens have legal rights under the United States Constitution and California Law. These should not be violated by Police Officers or other law enforcement personnel unless a state of emergency is ordered by the State (Administrators). Corporate entities with contracts for private security are known by the San Francisco Police Department, and are regulated by the Bureau of Security and Investigative Services. This means that corporate partners have incentive to guarantee conduct, and not having the Government issue complaints, or full suspensions. An immediate injunction may be provided by the City (Administration) if the police see fit to report it. Private Security and Investigative personnel for corporate partners are entitled to certain rights in the facilitation of their work. (Corporate Partners are the Camarilla, Endron, and the Giovanni family)&lt;br /&gt;

*To own and keep in a restricted area of a private property, weapons of larger calibers, including semi-automatics, automatics, and shotguns. These may be used in defense of private property. They are restricted to the property they are used in, and not on public property. While transporting outside of these conditions, it needs to be unloaded and concealed in a bag or vehicle. &lt;br /&gt;
*To own and keep automatic weapons of a smaller caliber within city limits, to actively protect a VIP such as the CEO or a delegate of theirs(Executives, Seneschal, Primogens). This includes the Killamatic Uzi, HK MP5, and Thompson Machine Gun. In this role they do NOT have detaining powers beyond that of a normal citizen(A reduction in power from a private property), nor jurisdiction to chase immediate suspects past one. &lt;br /&gt;
*To own and keep ballistic armor on private property, and while on duty. This does NOT include army pattern vests or helmets, OR Anti-Explosive EOD equipment. &lt;br /&gt;
*To have the right to detain suspects on private property, and jurisdiction to chase immediate suspects that have fled private property. If either are done, the Corporate Partner is responsible for informing the SFPD of the situation, so the PD may take control.&lt;br /&gt;

=== Due Process ===&lt;br /&gt;
&#039;&#039;&#039;Search warrants&#039;&#039;&#039; are documents listing all persons and areas to be searched with the signature of the authority authorizing the search.&lt;br /&gt;

&#039;&#039;&#039;Arrest warrants&#039;&#039;&#039; are documents listing the individual to be arrested and on what charges with the signature of the authority authorizing the arrest.&lt;br /&gt;

As the senior law enforcement officer within the city, the Police Chief is empowered to sign and issue warrants. When the Police Chief is absent, Police Sergeants become empowered to sign and issue warrants.&lt;br /&gt;

If there is no Police Chief or Sergeants, the Police Officers making up the force may verbally and unanimously authorize a Police Officer to sign and issue warrants until one of the appropriate authorities is in the city. &#039;&#039;&#039;There are exceptions to the requirement of having and presenting a warrant, including:&#039;&#039;&#039;&lt;br /&gt;

* If waiting for a warrant would reasonably cause severe danger or risk to persons or property, then a warrant may be presented after the arrest or search.&lt;br /&gt;

* If a person is on private property or closed-government property (i.e., the Police Station), they may be required to submit to a search of their person without a warrant unless they agree to leave the property immediately.&lt;br /&gt;
* If a felony offense is witnessed by a citizen, or a misdemeanor is witnessed by a corporate partner on private property, no warrant is required for these persons to arrest the offending person so long as the offender is turned over to police immediately and only reasonable force is used to restrain the person.&lt;br /&gt;

As a last resort, all persons being held until trial may request their case be reviewed by a grand jury of no more than five and no less than three members of the community that are not law enforcement or immediate family members or employees of the offender. The grand jury shall determine if the evidence held by law enforcement is enough to suggest that an offender more likely than not was responsible for the offense alleged.&lt;br /&gt;
&lt;br /&gt;
The grand jury shall have the authority to ask questions of the arresting officer and offender, view any evidence, and upon unanimous agreement that no evidential basis exists for a crime, may order the release of an offender or stay an execution, pending full trial.&lt;br /&gt;

Undead vampires locked in a hierarchical battle between their &#039;sires,&#039; older vampires who bring new vampires into the world, and the &#039;kine,&#039; the normal mortal people that surround them that they must feed on to survive. == Werewolf: The Apocalypse ==&lt;br /&gt;
Known to most as Werewolves, Garou are individuals who have awakened a supernatural connection to Gaia, the life and spirit of the world, gaining the power to shift between human and wolf forms. Their awareness of Gaia&#039;s suffering as both humanity and nature are corrupted by &amp;quot;The Wyrm&amp;quot;, along with the supernatural force of Rage within them, drive them to resist the Apocalypse as warriors of Gaia.&lt;br /&gt;
&lt;br /&gt;
Central to Garou mythology are the three forces of the Wyld, Weaver, and Wyrm. The Wyld creates from shapeless material, the Weaver brings order and longevity to chaotic creation, and the Wyrm ensures everything eventually falls apart to be made anew by the Wyld - or at least, that&#039;s how it should be. Longer ago than even the oldest Garou tales go, the Wyrm went mad in the confines of the Weaver, and lost all restraint or goodness in its work. Ever since then, it has been a corruptive, destructive force that would drown out creation and order with decay. &lt;br /&gt;
&lt;br /&gt;
Cheap fast-food from factory farms? Toxic plastic shells around acidic batteries, towering to the sky in landfills? To most Garou, these are the greatest signs of the Wyrm&#039;s corruption in human society. The Amberglade sept, living in a precious and untainted territory, is made up of those tribes who would typically rather minimise their exposure to such taint - while the sept of the Painted City is a stronghold within the city of San Francisco, where others strive to coexist with humanity. &lt;br /&gt;
All the while, the Black Spiral Dancers - Garou who swear themselves to the Wyrm and embrace the Apocalypse - wage war in the dark and barter for souls in skyscrapers as valued partners of Pentex, Endron, and its many other subsidiaries.&lt;br /&gt;
&lt;br /&gt;
Garou are aware of, and frequently involved with, the countless spirits of the world from the most renowned totems, like Rat, to the minor spirits that they can bargain with or coerce. &lt;br /&gt;
The Garou are blessed by the great spirit Luna just as much as by Gaia, with the power to transform between the form of a wolf (lupus) and a human (homid) - though their blessing comes with a severe weakness to wounds inflicted by silver.&lt;br /&gt;
They can also enter the crinos form, the war-form used in all-out battle. The crinos has great and terrible power, causing a delirious and memory-clouding fear (see Delirium below) in humans who witness it. Of course, in modern nights, it&#039;s harder than ever to escape the reach of cellhpone and surveillance cameras; taking on the crinos form is a dangerous choice... but always more dangerous for anyone in the vicinity, as keeping Rage in check during this state is not easier than in one&#039;s &amp;quot;natural&amp;quot; form.&lt;br /&gt;
&lt;br /&gt;
Garou are born as Kinfolk: humans or wolves descended from werewolves. Most Kinfolk will never be Garou, but a few (and nobody is ever sure exactly who) undergo their First Change sometime during, or sometimes in the years after, puberty - almost always when overwhelmed or in grave danger. Almost every region in which Garou tread is monitored for the first sign that this change has taken place (which usually results in a great deal of blood and gore as the newly-transformed werewolf flies into a rage) at which point one or several Garou will hurry to the scene in an attempt to prevent further carnage and ensure the cub is brought to a sept that will educate them on their duties. Of course, many kinfolk know of their heritage, and were born into the sept.&lt;br /&gt;
For those who aren&#039;t tracked down by warriors of Gaia, the Black Spiral Dancers also seek newly-transformed Garou who may be susceptibe to the path of the Wyrm...&lt;br /&gt;
&lt;br /&gt;
== The World of Darkness, 2015 ==&lt;br /&gt;
The Supernatural World is spilling into the light in 2015, to their ruin.&lt;br /&gt;
&lt;br /&gt;
No longer do the mere martial brotherhoods and mercenary societies of the past stand a hopeless guard against the dark. Entire governments threaten not only Kindred society, but the Garou Nation and Middle Kingdom as well. Sectarian fracturing and hostility are a common through line of each society from the Anarch Free State to the Gaian Septs and Courts of the Kuei-Jin. This splintering has revealed new footholds for Humanity to take and fight back. Multiple cities in Europe and even smaller populations in the United States have been purged clean of Supernatural threat.&lt;br /&gt;
&lt;br /&gt;
Supernatural violence is covered up as gang war, which is then cleaned up by a flurry of federal badges. At a moment&#039;s notice a Police Chief can find their big bust has this informant, or that person of interest, and find themselves overruled. Even stranger, there are rumors of inconsistencies. &#039;SAICs&#039; that the field office doesn&#039;t know, investigation numbers that lead nowhere, enough to drive a Police Chief to insanity or stone cold stoicism. &lt;br /&gt;
&lt;br /&gt;
The Camarilla have had an impressive string of victories in recent years, thanks to the military campaign of Ventrue Leadership Jan Pieterzoon. City after city in the SouthEastern United States fell to Camarilla rule under his tenure. These victories were almost Pythic, with reports of heavy casualties and young neonates being thrown into the war revealing the urge to show material gains. Archons and their agents have even been reported to fight as &amp;quot;Black Knights&amp;quot; without fanfare or identification, just to hold key locations.&lt;br /&gt;
&lt;br /&gt;
This precarious situation exploded into violence in 2012 with the defection of Theo Bell, his coterie, Clan Brujah, and Theo&#039;s Archon associates. The collective betrayal occurred at the Conclave of Prague and led to the violent Final Death of Pieterzoon and Hardestadt. The erasure of leadership within the Camarilla led to a decline in progress in the war, while it tore through morale and led to crisis. There are even rumors of the survival of Hardestadt.&lt;br /&gt;
&lt;br /&gt;
Under pressure from the collective Camarilla Ventrue, Clan Brujah was expelled. Reports differ, with outright no quarter not being an uncommon treatment. The exodus has supercharged the numbers of angry Brujah into the Anarch Free State and to a lesser extent, the Sabbat. This course of events suited, or was even planned, by the Camarilla. The Convention of Thorns quickly expired as a relevant treaty, with only the most powerful Free States being able to drive the Camarilla to negotiations.&lt;br /&gt;
&lt;br /&gt;
Despite these plausible setbacks, The Anarch Free State is in a much better position than it was ten years ago. Los Angeles stands as a bastion of the Free State, with the entire west Coast benefitting from this presence. This growth has had no shortage of rumors either, with a Free State in Tunisia being suggested as thriving, and in search of ancient wisdom. The blowback from the Conclave of Prague has led to dozens of new Baronies, and a shoring up from old losses during the second Wan Kuei Invasion. This wedge of the New Promise Mandarinate has been notorious in west coast Free States, and rivals rarely ever find safe harbor in opposing ideological cities for long. There is either solidarity with the kindred&#039;s enigmatic cousins, or a desire to flare up another conflict. &lt;br /&gt;
&lt;br /&gt;
The Sabbat stumbles after the Fourth Sabbat Civil War. Their spiritual pillar, the Lasombra, have largely fled for the Camarilla. All but the eldest have become disillusioned with Noddism, or at the very least feel that this move benefits them the most. The eldest that remain turn their backs to all but their equals, and rumors of black swirl around them. None repeat their concerns too often.&lt;br /&gt;
&lt;br /&gt;
Across all clans and sects, the neonates and fledglings have lost their faith. The escalating contradictions which led to the Civil War have proven exactly one thing. The Dark Father either isn&#039;t fucking real- or doesn&#039;t fucking care. The Noddist faithful struggle to explain away these inconsistencies, and the Cup is raised more often than ever before to enforce faithfulness. The Inquisition is similarly ill fated to handle the rising tide of heretics. Their foil, the Black Hand are hardly able to take advantage, becoming almost unable to function between ideological coups and sectarian self sabotage.&lt;br /&gt;
&lt;br /&gt;
The Giovanni clan was not spared from grief either. Augustus is dead, or at least no longer active. Accounts differ on events and their conclusion. If there is any number that scares Giovanni most, it is 2028. The infamous Promise may perhaps die, or no longer be honored in the coming years, a short nap away for some kindred. The possible exposure, honorable to an ancient Promise or not, is driving many Capos to begin negotiations with the Camarilla &#039;early.&#039; Whispers and speculations of an idea for a &amp;quot;United Clans of Death&amp;quot; get laughs and sneers as replies. But not always. This idea has more hold among the lower ranks of these clans, with lesser ceasefires and intelligence sharing being some more solid rumors in circulation.&lt;br /&gt;
&lt;br /&gt;
The Garou Nation of San Francisco are no less plagued by the events threatening to rip apart the Litany, and one another. Home to two septs and a hive, the Triat is represented in whole, with the war between them raging at every scale. Bar fights escalate into Rage filled attacks, with many victims not even bearing the taint of that particular werewolves bitter enemy. Endron Corporation is a household name, and their personnel have official contracts with the city. The decay of the Bay area by the Hive of the Poisoned Shore is all but certain without intervention. The Sept of the Painted City is the closest to the contamination, due to having their Caerns well within the city walls. The Sept of the Amberglade is a short distance away, within the shrinking protection of natural defense.&lt;br /&gt;

Police Officers (subject to their chain of command) have the authority to issue warnings, fines, or conduct arrests for the violation of these laws in accordance with the maximum punishment guidelines. === Offense Classes ===&lt;br /&gt;
Within the Penal Code, there are three classes of offenses ranging for least to most serious: Infractions, Misdemeanors, and Felonies.&lt;br /&gt;

&#039;&#039;&#039;Infractions&#039;&#039;&#039; are the least severe class of offense. Penalties for infractions generally include fines or community service, but do not result in jail time or a criminal record.&lt;br /&gt;

&#039;&#039;&#039;Misdemeanors&#039;&#039;&#039; is criminal offense that may be punished with fines or jailtime. These offenses range widely in severity, and make up the bulk of the Penal Code.&lt;br /&gt;

&#039;&#039;&#039;Felonies&#039;&#039;&#039; are serious criminal offenses that are always punished with jailtime.&lt;br /&gt;

=== Legal Rights ===&lt;br /&gt;
California citizens have legal rights under the United States Constitution and California Law. These should not be violated by Police Officers or other law enforcement personnel unless a state of emergency is ordered by the State (Administrators). In general, residents of San Francisco have the right:&lt;br /&gt;
&lt;br /&gt;
* To remain silent and refuse to answer questions from law enforcement.&lt;br /&gt;
* To consult an advisor before speaking to the police and to have an advisor present during questioning now or in the future.&lt;br /&gt;
* To stop answering at any time until they talk to an attorney.&lt;br /&gt;
* To not have their person, property, or belongings unreasonable searched or seized without probable cause or a search warrant that describes the reason, specific person, property, or belonging to be searched and for what evidence the search seeks to obtain.&lt;br /&gt;
* To carry small-caliber weaponry, and non-lethal personal defense equipment concealed on their person. This includes the snub-nosed revolver, magnum revolver, Colt M1911, Elite 92G, Brokk 19, and other handguns.&lt;br /&gt;
* To openly carry a hunting rifle or shotgun, in the Wildlife Area(Forest). While outside of the Wildlife Area, it needs to be unloaded and concealed in a bag or vehicle. &lt;br /&gt;
* To freedom of speech and of the press.&lt;br /&gt;
* To peaceably to assemble and protest on public property.&lt;br /&gt;
* To defend oneself, another person, one&#039;s property, or property that one has been charged with the protection of (i.e., security guards, unrelated to corporate partners) with reasonable and proportional force required to stop the threat, up to and including lethal force. For this purpose, a shotgun or hunting rifle may be kept on the property. &lt;br /&gt;
* To not be detained, arrested, or confined by law enforcement without probable cause or an arrest warrant.&lt;br /&gt;
* To received due process in all criminal matters.&lt;br /&gt;
* To be informed of the penalty they are to receive for a criminal offense that they have been arrested for.&lt;br /&gt;

=== Corporate Rights ===&lt;br /&gt;
Corporate entities with contracts for private security are known by the San Francisco Police Department, and are regulated by the Bureau of Security and Investigative Services. This means that corporate partners have incentive to guarantee conduct, and not having the Government issue complaints, or full suspensions. An immediate injunction may be provided by the City (Administration) if the police see fit to report it. Private Security and Investigative personnel for corporate partners are entitled to certain rights in the facilitation of their work. (Corporate Partners are the Camarilla, Endron, and the Giovanni family)&lt;br /&gt;
&lt;br /&gt;
*To own and keep in a restricted area of a private property, weapons of larger calibers, including semi-automatics, automatics, and shotguns. These may be used in defense of private property. They are restricted to the property they are used in, and not on public property. While transporting outside of these conditions, it needs to be unloaded and concealed in a bag or vehicle. &lt;br /&gt;
*To own and keep automatic weapons of a smaller caliber within city limits, to actively protect a VIP such as the CEO or a delegate of theirs(Executives, Seneschal, Primogens). This includes the Killamatic Uzi, HK MP5, and Thompson Machine Gun. In this role they do NOT have detaining powers beyond that of a normal citizen(A reduction in power from a private property), nor jurisdiction to chase immediate suspects past one. &lt;br /&gt;
*To own and keep ballistic armor on private property, and while on duty. This does NOT include army pattern vests or helmets, OR Anti-Explosive EOD equipment. &lt;br /&gt;
*To have the right to detain suspects on private property, and jurisdiction to chase immediate suspects that have fled private property. If either are done, the Corporate Partner is responsible for informing the SFPD of the situation, so the PD may take control.&lt;br /&gt;

=== Due Process ===&lt;br /&gt;
&#039;&#039;&#039;Search warrants&#039;&#039;&#039; are documents listing all persons and areas to be searched with the signature of the authority authorizing the search.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Arrest warrants&#039;&#039;&#039; are documents listing the individual to be arrested and on what charges with the signature of the authority authorizing the arrest.&lt;br /&gt;
&lt;br /&gt;
A person being searched or arrested has the right to read the warrant authorizing the search or arrest prior to the act being conducted.&lt;br /&gt;
&lt;br /&gt;
As the senior law enforcement officer within the city, the Police Chief is empowered to sign and issue warrants. When the Police Chief is absent, Police Sergeants become empowered to sign and issue warrants.&lt;br /&gt;
&lt;br /&gt;
If there is no Police Chief or Sergeants, the Police Officers making up the force may verbally and unanimously authorize a Police Officer to sign and issue warrants until one of the appropriate authorities is in the city. Such warrants must be reviewed by appropriate authorities as soon as they are available to do so.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;There are exceptions to the requirement of having and presenting a warrant, including:&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
* If a crime is directly witnessed by law enforcement, then a warrant is not required to conduct an arrest.&lt;br /&gt;
* If waiting for a warrant would reasonably cause severe danger or risk to persons or property, then a warrant may be presented after the arrest or search.&lt;br /&gt;
* If a person is arrested, they may be searched without a separate search warrant.&lt;br /&gt;
* If a person is on private property or closed-government property (i.e., the Police Station), they may be required to submit to a search of their person without a warrant unless they agree to leave the property immediately.&lt;br /&gt;
* If a felony offense is witnessed by a citizen, or a misdemeanor is witnessed by a corporate partner on private property, no warrant is required for these persons to arrest the offending person so long as the offender is turned over to police immediately and only reasonable force is used to restrain the person.&lt;br /&gt;

Criminal offenses may be punished in a variety of ways, including:&lt;br /&gt;

=== Appeals and Grand Juries ===&lt;br /&gt;
Offenders being fined or held in custody for any duration may appeal to the arresting officer&#039;s Sergeant, and then to the Police Chief. &lt;br /&gt;
&lt;br /&gt;
As a last resort, all persons being held until trial may request their case be reviewed by a grand jury of no more than five and no less than three members of the community that are not law enforcement or immediate family members or employees of the offender. The grand jury shall determine if the evidence held by law enforcement is enough to suggest that an offender more likely than not was responsible for the offense alleged.&lt;br /&gt;
&lt;br /&gt;
The grand jury shall have the authority to ask questions of the arresting officer and offender, view any evidence, and upon unanimous agreement that no evidential basis exists for a crime, may order the release of an offender or stay an execution, pending full trial.&lt;br /&gt;

The Chief of Police or Sergeant shall be responsible for gathering the persons to serve on a grand jury panel.&lt;br /&gt;

The Church of Set, or reductively, the Followers of Set, are a clan of vampires who believe their founder was the Egyptian god Set. Through this instutition, the Church has remained independent throughout its history.&lt;br /&gt;

The Church of Set renews efforts to make inroads within the Camarilla and the Free States as the new millennia dawns. The &#039;&#039;Eternals&#039;&#039; broker deals for their temples in Camarilla domains, facilitating the mentorship of their Paths, and for their particular rituals. As it stands, the Church of Set and the Camarilla are neutral, with the former expected to police themselves. Ever since the Conclave of Prague, this relationship has decayed some. This is due to the introduction of the Banu Haqim into Camarilla elder leadership, along reconciliation with the Assamites own rituals.&lt;br /&gt;
&lt;br /&gt;
This turn of events has taken a lot of the argument from the sect of Hierophants that had believed the Camarilla are the most fit tool to destroy the Aeons with. The other varying offshoots of the Setite faith remain loose, and divided. The Serpents of Light have found new purchase as spiritual leaders with the exodus of the Lasombra. More theologically angled arguments bicker between if it ought to be, but none argue the ranks this &#039;Antitribu&#039; of the Church appears to bring. Rumors of the Daitya persist, they must exist - somewhere entrenched in their ancient temples. &lt;br /&gt;
&lt;br /&gt;
Whispers of the Cohort of Wepwawet are hard to dismiss, one way or another. More dangerous still, the Theophidians are beginining to fray. The wheel of time has begun to turn against the fervor, and the lack of Set&#039;s return devolves into a chaotic disenchantment and outright rejection. Calls for Contending are becoming much more common, clamping down on any further flow out of their grasps. Outside of these dogmatic masters, attempts at a grand united front of Set&#039;s faithful begin to manifest. &lt;br /&gt;
